A major issue in the New Jersey governor's race is ethical government —particularly addressing pay-to-play politics. Doug Forrester's main company, Benecard, derives 80 percent of its revenue from public-sector no-bid contracts. Mr. Forrester has yet to divulge details on these contracts.

In 2003, Mr. Forrester secretly started a New Jersey-based insurance company called Heartland Fidelity. According to state law, insurance companies and their owners can't contribute to a political campaign, yet Mr. Forrester already contributed millions.

Mr. Forrester should come clean on his no-bid contracts and stop breaking state campaign finance laws.
