One might think designating the polar bear as an endangered species and the accompanying protection that entails would lead to more efforts by the United States to rein in greenhouse gas pollution. After all, polar bears are under threat because global warming is melting the arctic ice making up their habitat. But the Bush administration has become expert at the environmental feint.
