Congress is unlikely to pass the health plans supported by Obama and Clinton. The wait for universal insurance is likely to continue. Uwe E. Hillary Rodham Clinton and Barack Obama slice each other up over some technical parameters of their health-care proposals. Deep down, both they and their policy advisers share the same social ethic and aspire to the same ultimate goal: No American should lack access to cost-effective modern health care for want of ability to pay, and none should suffer undue financial hardship for using such care.
