After four years of study, a Highland Park community group has produced a long-term plan to minimize the borough's drain on the Earth's resources through environmentally friendly programs.

The "Green Community Plan" includes everything from tougher recycling regulations to strict enforcement of anti-idling laws on borough roads. Mayor Meryl Frank said the plan would make Highland Park the first community in the state with a comprehensive environmental program.
