If one thinks of the greatest issues facing an entire continent, circumcision would probably not be on the list.

But this procedure is a vital aspect of current policy debate said Rep. Donald M. Payne, D-10th.

Payne spoke at the Edward J. Bloustein School of Planning and Public Policy yesterday in a joint event hosted by the Bloustein School and the University's Center for African Studies to discuss the new United States Africa Command initiative, as well as broader issues facing Africa.
